What Is a Real Estate Appraisal in Mexico and What Is It Used For?

When someone wants to sell a property, one of the first questions is usually: “How much is my house worth?” Different tools can help answer that question, ranging from a comparative market analysis to a formal real estate appraisal. However, although both can help estimate a property’s value, they are not the same and do not serve the same purposes.

A real estate appraisal is a technical document through which a qualified professional determines the value of a house, condominium, lot, commercial space or other property as of a specific date. To reach that conclusion, the appraiser examines the property’s physical characteristics, location, size, condition, land use, market conditions and other factors that may increase or reduce its value.

Not all real estate appraisals are the same, and not every price estimate will be accepted by a bank, notary public or tax authority.

How is the value of a property determined?

A property’s value cannot be calculated simply by multiplying its square footage by the average price in the area. Two properties of a similar size may have very different values because of their exact location, age, layout, condition, equipment, ownership regime or legal status.

A real estate appraisal normally considers factors such as:

  • Location and accessibility.
  • Lot size and construction area.
  • Type, quality and age of the construction.
  • Condition and level of maintenance.
  • Layout and functionality.
  • Available services and infrastructure.
  • Land use and applicable regulations.
  • Amenities and equipment.
  • Comparable properties and transactions in the area.
  • Current real estate market conditions.

The appraiser may use different approaches depending on the property and the purpose of the appraisal. One of the most common is the market approach, which compares the property with similar real estate. Other methods include the cost approach, which considers the value of the land and the replacement cost of the improvements, and the income capitalization approach, which is mainly used for income-producing properties.

What is a real estate appraisal used for?

A real estate appraisal may be requested for several reasons. One of the most common is the purchase or sale of a property, particularly when the buyer is using a mortgage. In that case, the lender needs to know the value of the property that will serve as collateral for the loan.

An appraisal may also be used to:

  • Calculate taxes related to a real estate transaction.
  • Apply for a mortgage.
  • Distribute or transfer a property through an estate.
  • Divide assets during a divorce.
  • Determine the value of a property owned by a company.
  • Support a legal proceeding.
  • Obtain property insurance.
  • Make estate-planning or investment decisions.
  • Support a declared property value before an authority.

The purpose of the appraisal matters because it determines what kind of document is required, who is authorized to prepare it and which institution must accept or validate it.

Is a commercial appraisal the same as a tax appraisal?

Not necessarily.

A commercial appraisal seeks to determine a property’s market value, meaning the estimated price at which it could be sold under normal market conditions. It may be used to make decisions, negotiate a transaction or obtain an approximate value for a property.

An appraisal for tax purposes, on the other hand, may be used to determine or verify the taxable value applicable to a real estate transaction. Depending on the state, it may be subject to specific requirements regarding preparation, registration and validation.

There are also bank appraisals, cadastral appraisals, court-ordered appraisals and appraisals for insurance purposes. Each serves a different purpose and one cannot always replace another.

Before hiring an appraiser, explain exactly how the document will be used. There is little benefit in paying for an appraisal that will not be accepted by the lender, notary public or relevant authority.

Who can perform a real estate appraisal in Mexico?

The answer depends on the type of appraisal and the state where the property is located.

A real estate advisor can prepare a comparative market analysis to recommend a listing price. However, that analysis does not replace a formal appraisal when the transaction requires the participation of a registered appraiser.

Requirements also differ from one state to another. This is particularly important in the Yucatán Peninsula, where Quintana Roo, Yucatán and Campeche follow different procedures.

Real estate appraisals in Quintana Roo

Quintana Roo introduced an important change in August 2024.

Since then, real estate appraisals for tax purposes must be prepared by professionals registered in the State Registry of Real Estate Appraisers for Tax Purposes and undergo a review and validation process before the Tax Administration Service of the State of Quintana Roo.

The responsible authority is the SATQ, which is Quintana Roo’s state tax authority. It should not be confused with Mexico’s federal SAT.

The validation process helps confirm that the appraiser has the required registration, that the appraisal contains the necessary information and that an appropriate methodology was used to determine the property’s value.

This process is relevant in real estate transactions because the appraised value may be considered when calculating the applicable taxes. For example, the Property Acquisition Tax, commonly known as ISABI, is a buyer’s closing cost, although the specific calculation and applicable taxable value should be confirmed with the notary public handling the transaction.

Real estate appraisals in Yucatán

Yucatán has a Registry of Appraisers administered by the Institute of Legal and Property Security of Yucatán, known as INSEJUPY.

When an appraisal will be used in a transaction or procedure requiring official recognition, it must be prepared by an appraiser with a current registration in the corresponding registry and must comply with the requirements established by state regulations.

One clarification is important. People commonly say that an appraisal must be “authorized by INSEJUPY.” Technically, what must be verified is that the appraiser is properly registered and in good standing with the Institute and that the appraisal complies with the applicable formal requirements.

Before hiring an appraiser in Yucatán, confirm:

  • That the appraiser’s registration is current.
  • That the appraiser can prepare the required type of valuation.
  • That the document will be accepted for the specific procedure.
  • How long the appraisal will remain valid.
  • What documents and physical inspection will be required.

Real estate appraisals in Campeche

Campeche also regulates who may issue a real estate appraisal for tax purposes.

Appraisers must hold a registration or renewal certificate issued by the Cadastral Institute of the State of Campeche. State cadastral regulations establish that these professionals may determine the commercial value of real estate and issue the corresponding appraisals for tax purposes.

However, the official sources we reviewed did not identify a state procedure equivalent to the one implemented in Quintana Roo, under which each appraisal for tax purposes must undergo individual validation before the state tax authority.

This means that the same procedure should not be assumed to apply in both states. In Campeche, the main point is to verify that the appraiser has a current registration or renewal certificate from the Cadastral Institute. You should also confirm any additional requirements established by the municipality, notary public, lender or institution that will receive the appraisal.

Who pays for a real estate appraisal in Mexico?

It depends on why the appraisal is required and what the parties agree.

When the buyer applies for a mortgage, the buyer normally pays for the appraisal requested by the lender. This expense is usually included among the preliminary or additional costs associated with financing.

If the owner requests an appraisal to determine the property’s value, prepare an estate, divide assets or support an estate-planning decision, the owner will normally cover the cost.

In a cash transaction, the buyer, seller or either party may pay for the appraisal depending on its purpose and the practices of the notary public handling the closing.

For this reason, it is not advisable to assume that the appraisal is always paid by one particular party. Before ordering one, confirm:

  • What type of appraisal is required.
  • Who is requesting it.
  • Who will select the appraiser.
  • Whether registration or validation is required.
  • Who will pay for it.
  • How long it will remain valid.

Does an appraisal establish the exact sale price?

No. An appraisal determines a technical value as of a specific date, but it does not guarantee that the property will sell for exactly that amount.

The final price also depends on supply and demand, competing listings, how long the owner is willing to wait, payment terms and the parties’ ability to negotiate.

A property may have an appraised value of five million pesos and still take months to sell if buyers have access to better alternatives. It may also receive an offer above the appraised value if it has features that are difficult to find or if several buyers compete for it.

An appraisal is a technical tool. Establishing a listing price also requires a commercial strategy.

Real estate appraisal or comparative market analysis: which one do you need?

If you only want to know how much you could list your property for, you probably need a comparative market analysis first. This study examines competing properties, current asking prices, demand in the area and, when the information is available, recent transactions.

If you are applying for a mortgage, calculating taxes, completing an estate transfer or meeting a notarial requirement, you will probably need an appraisal prepared by a professional with the corresponding registrations.

Some real estate transactions use both. The formal appraisal fulfills tax, lending or legal requirements, while the comparative market analysis helps establish a realistic pricing and marketing strategy.

Before ordering an appraisal, confirm why you need it

Do not order the first appraisal offered to you without explaining its intended purpose. Ask the notary public, lender or professional coordinating the transaction what kind of document is required and what registration the appraiser must hold.

Requirements may vary depending on the state, municipality, institution and type of transaction. They may also change over time, as occurred in Quintana Roo beginning in August 2024.
